MINUTES of the Meeting of WING PARISH COUNCIL held on Tuesday 24th April, 2007 at 8.00pm in The Small Hall, Wing.

PRESENT:- Cllrs Mr P de Lusignan (Chairman), Mr N Beattie, Mrs F Bickell, Mrs M Crutchfield, Mr A Duthie, Mr M Shrubsole, Mr E Waller, Mr E Weight.

IN ATTENDANCE:- District Councillor Mrs N Glover.

1. APOLOGIES FOR ABSENCE:-

Cllrs Mrs D Armstrong, Mrs A Wheatley and Mr S Naghi.

2. PUBLIC PARTICIPATION:-

Mr Vic Syrett representing Wing Bowls Club – The Bowls Club has recently received a rates bill of £200.00 from the District Council. The Bowls Club disagrees with this charge and has been in contact with the District Council to discuss non-payment of the bill. District Councillor Mrs Netta Glover has asked for copies of all correspondence conducted so far and will look into the matter further. The Parish Council will act at a later date if necessary.

Mr Mark Woolhead – Mr Woolhead has completed a sponsored bike ride and has hopefully raised over £300.00 for the village War Memorial Fund.

3. APPROVAL OF PREVIOUS MEETING MINUTES:-

The minutes of the meeting held on Tuesday 24thApril, 2007 were approved by the Council, and signed as a true record.

4. ACTIONS FROM PREVIOUS MINUTES:-

The proposed appointment of a new Parish Clerk, Louise Brooke, was announced.

5. FEEDBACK TO PARISH COUNCIL (Meetings etc);-

Good feedback was received from Richard Clarabutt regarding the recent Health and Safety Antidrugs Course attended.

A meeting is to be held at Stewkley Village Hall at 8:00pm on Monday, 30th April. The meeting has been organised by Friends of the Earth. FOE, in conjunction with Bucks County Council, have commissioned consultants to carry out a study of possible alternatives to a new road in solving the problems with the A418. This meeting is to consider how far such an alternative approach might go to meet the objectives of the current A418 modernisation proposals.

The PC noted that a number of Cllrs intended to be at the meeting, but in their personal capacities. After discussion, Cllr Shrubsole was asked to attend the meeting as the PC’s representative observer, and, if appropriate, to speak to uphold the PC’s position as set out in the letter to Cllr Val Letheran of September, 2006.

Cllr Shrubsole had attended the meeting of Aylesbury Vale Local Committee on 12th April. He drew the PC’s attention to the following items:

· A418; BCC is proposing to issue its decision on preferred route in late summer 2007.
· Waste Management; BCC is studying options for building a plant to convert waste to Energy, given current shortage of sites for landfill, and prospective steep rises in landfill tax. District Link will re-issue guidance on what can be recycled.
· Winter Maintenance Review; Reduced road salting programme had not resulted in problems; however a decision had been taken to put back, for winter 2007/8 £100,000 of cuts. Parish Councils to write to BCC (by 30th June 2007) with requests for specific roads to be restored to programme for pre-emptive salting.
· Rural Grass Cutting; Programme to be reviewed, with priority to be given to ensuring proper vision splays at road junctions. Representations to be made to BCC by 30/06/2007.
· BCC has an “Older Peoples Prevention Strategy”. A totally inept presentation had failed to make clear what this was.

6. COUNTY COUNCILLOR’S REPORT:-

Cllr Mr Ings-Chambers was not in attendance and had not submitted a report.

7. DISTRICT COUNCILLOR’S REPORT:-

Cllr Mrs Glover submitted a verbal report –

· Confirming that AVDC would not be changing to fortnightly refuse collections as reported in The Daily Mail, but that there would be an additional brown bin distributed in the future for garden waste.
· Confirmation had been received that the yellow lines outside 1 Church Street would not be reduced.
· Community grants from O2 could be applied for up to the value of £1000.00.
· On Thursday morning in Winslow there would be an important announcement regarding the East to West Rail Link.
· There may be a possibility of a grant for the footbridge at the Wing road end of the Western Linslade bypass that BCC was no longer proposing to build, from the Department for Communities, especially as the bridge could be regarded as a green issue. Clerk to contact Malcolm Oliver to confirm options.

8. CORRESPONDENCE:-

· Letter from AVDC regarding the new ‘smoke free’ legislation coming into force on the 1st July, 2007.
· Entry form for The Buckinghamshire Best Kept Village Competition.
· A copy of Cllr Mr Ings-Chambers letter to Mrs Barnes.
· Information for the Notice Boards re Elections
· Friends of the Earth – invitation to join the public meeting in Stewkley.
· Information from Zurich regarding seminars on Health and Safety.
· Hacker Young Accountants – information regarding their change to a limited liability partnership.
· Report on shares with Computershare.
· New Moral Code of Conduct from the Local Authority.
· Letter from R Clarabutt regarding complaints about the rubbish on private land at Pantlings.
· Bucks Playing Fields Association – request for a grant.
· Copies of Vibe for each councillor.
· Heritage Lottery Fund – declining application for a grant for the War Memorial restoration work.
· Aylesbury Mains – Quote for repairs to the column at Wantage Close. The PC agreed that Aylesbury Mains should be asked to put the work in hand.

9. JUBILEE GREEN:-

An apology was received for the inadequate grass cutting and a promise made that it would be done properly next time.
Councillor Naghi has nothing further to report on the new play equipment but is still making progress with the matter.

10. RECREATION GROUND

The clothes recycling bin is going ahead, An information leaflet will be sent to the Parish Council and a leaflet drop around the village will be carried out. It has been confirmed that the bin will be emptied once a week and that if possible will be put on the concrete base.

11. BURIAL GROUND:-

Nothing to report.

12. PARISH PLAN:-

The Parish Council are still waiting for a reply from the Cottesloe School.

13. LOCAL TRAFFIC MANGEMENT:-

Construction of the new roundabout starts in a fortnight. The closing of Rothschild Road and the alterations at Park Gate will start in June.

14. PLANNING:-

Cllrs were concerned at the report that Barclays Bank did not appear to be making the standing transfers between accounts, and were therefore repeatedly charging the Council commission charges for going overdrawn. Cllr Crutchfield was asked to follow this up with the bank.

16. COMMUNITY GRANT APPLICATION:-

Nothing to report.

17. PARISH COUNCIL ELECTION:-

Mr John Nixon of 53 Leighton Road is a new Parish Councillor.
Seven retiring Councillors have been re-elected. There are as a consequence three vacancies for Councillors, and interested individuals will be invited to apply to be co-opted to these vacancies.

18. ANY OTHER BUSINESS:-

· Cllrs noted that the street light in Littleworth between the foot of Moorlands and Chesterfield Crescent had been completely obscured by tree-growth from a neighbouring garden. Clerk to consult Cllr Naghi to see whether tree could be cut back by Arboricore.
· A request for a new rubbish cart for Richard Clarabutt was noted. Councillor Beattie to source quotations.
· The success of the 1st Wing Scout Group St Georges Day Parade was discussed.
· Overgrown trees in Moorlands were noted.
· The bench at the top of Littleworth has again been vandalised.
· Burcott High Street is in need of resurfacing. The possibility of Councillor Ings-Chambers being informed was discussed.
