MINUTES of the Meeting of WING PARISH COUNCIL held on Tuesday 6th January 2004 at 8.00pm in the Small Hall, Wing.
PRESENT:- Cllr Mr D V Gibbons (Chairman); Cllrs Mr H Ayris; Mr G N Beattie; Mrs M Crutchfield; Mr P De Lusignan; Mr M Shrubsole; Mrs A Wheatley; Mr S Naghi; District Councillor Mr N Glover and three members of the public.
1. APOLOGIES FOR ABSENCE:-
Apologies for absence were received from Cllrs Mr P E Weight; Mrs F Bickell; and County Councillor Mrs B Jennings.
2. MINUTES:-
The Minutes of the meeting held on Tuesday 25th November 2003 were approved by the Council and signed as a true record.
3. MATTERS ARISING:-
3.1 SALT BINS
County Highways had confirmed that the salt bins were in the process of being replenished and work should be completed within two weeks. There was concern that the salt was being used by householders for their driveways etc. Suggested and agreed that notice is put in Whats on in Wing mentioning that the salt bins are for use on the road surfaces only in an emergency.
3.2 The Clerk reported that he had identified another shelter that might be suitable for the site at The Dove public house. He was awaiting a meeting with the suppliers representative.
3.3 GRANT TO AGE CONCERN
Cllr Ayris confirmed that he had presented the cheque to the local branch of the Charity and it had been very well received. A card had been received signed by all the members thanking the Parish Council for their efforts in obtaining the Grant.
3.4 POLICE STATISTICS
The Clerk had not been able to arrange the attendance of the local pc at this meeting. It was hoped that Pc Print would be at the next meeting.
3.5 WHEELIE BINS
Wheelie bins were still not being properly returned after emptying. District Councillor Netta Glover said she had reported this to the District Council and would follow it up.
4. PLANNING:-
4.1 APPLICATIONS:-
The following application were considered:-
2003/02998 - 22 High Street, Wing - Two storey side extension and front porch.
No objection.
2003/02986 - 14 Prospect Place, Wing - Single storey side/rear extension.
No objection.
2003/02961 - 45 Church Street, Wing - Alterations, rear extension and re- siting of ancillary stores.
No objection.
2003/20962 - 45 Church Street, Wing - Alterations, rear extension and re-
siting of ancillary stores.
No objection.
2003/02991 - 2 Cottesloe Close, Wing - Erection of boundary and wall to front of property.
No objection.
2003/03097 - High Banks, 26 High Street, Burcott, Wing - Conversion of garage to separate dwelling and formation of new access.
No objection.
2003/02956 - 7 Stewkley Road, Wing - Two storey detached house and garage.
Further application on the site where permission previously granted. It was agreed that the same objections should be put forward as were raised on the previous application with an additional objection that the proposed development was too close to a commercial paint shop.
4.2 DECISIONS:-
The following had been notified:-
2003/00072 - Puzzle Close, 14 High Street, Burcott - Site for dwelling.
Permission granted subject to conditions.
2003/02785 - 66 Dormer Avenue, Wing - Erection of 2m boundary wall with infill fence.
Permission granted subject to conditions.
4.3 OTHER PLANNING MATTERS
A letter from Mr Roger Carey of Burcott Lodge Farm to the Head of Planning at AVDC regarding the land off the private road leading to Burcott Lodge Farm was read to the meeting. This concerned the dumping of rubble and scrap on agricultural land adjacent to and accessed via Mr Careys property. He was urging an early removal of the rubble and scrap which had been dumped. Council to monitor the situation.
5. FINANCE:-

5.2 PRECEPT 2004/2005
After a detailed discussion it was proposed by Cllr Anne Wheatley and seconded by Cllr Nick Beatty that the Precept for the year 2004/2005 be fixed in the sum of £38,000.00. This was unanimously agreed by the Council.
5.3 Bank Balances were as follows:-

6. PUBLIC PARTICIPATION:-
6.1 Statement by Mr Keele regarding continued vandalism in the village. In view of the apparent worsening of the position, the Chairman and Vice Chairman said that they would seek an early meeting with the police and would also consider arranging a public meeting to discuss the level of security in the village.
6.2 There was a complaint concerning the parking of cars in the High Street near a property known as Saddlers. Clerk to ask the police to investigate.
7. COUNTY AND DISTRICT COUNCILLORS REPORT:-
District Councillor Mrs Netta Glover advised the meeting that the Saxon Church Sign is now up and that the District Council now has a new Neighbourhood Watch Co-ordinator. She also reported that a new youth magazine was being introduced.
8. PARISH PLAN:-
In the absence of Cllr Peter Weight it was decided that this matter should be progressed and a sub-committee should be formed. Cllr Weight to be asked to Chair the Committee with Cllrs de Lusignan and Anne Wheatley.
9. CORRESPONDENCE:-
The following items were discussed:-
9.1 Letter from Churchwarden of All Saints Church regarding the War Memorial. A recent report highlighted the need for repairs and as the maintenance of the fabric of the memorial is the responsibility of the Parish Council the matter was being brought to their attention. Further action by the Parish Council to be discussed in due course.
9.2 Letter from Mr A D Gibbs of Moorhills Crescent complaining about parking around the Moorhills Crescent and Moorhills Road junction, partly as a result of the erection of a new dwelling on the corner. Agreed the Clerk should send a copy of the letter to the police.
9.3 Letter from Mrs T Shepherd of 41a High Street suggesting names for the housing development at the Old Mills Motor Site. This would be a matter on which the Parish Council would be asked to put forward suggestions in due course and the letters would be kept on file until that time.
9.4 Letter from Aylesbury Vale District Council Wildlife Sites Project regarding a recently designated site in Wing. A plan had been supplied and the Council were asked to give information as to the ownership of the site. Information was not available and Cllr Ayris agreed to make an investigation.
10. RECREATION GROUND:-
Nothing further to report at the present time.
11. JUBILEE GREEN:-
The Clerk reported that the installation of the new equipment had begun that day and that it was hoped to complete the work by the end of the week.
12. TRAFFIC CALMING:-
Nothing to report.
13. ANY OTHER BUSINESS:-
13.1 There were 5 written applications for the vacancy on the Parish Council. These were read to the meeting and it was then decided that the applicants should be invited to the next meeting of the Parish Council. In the meantime, the Chairman said he would try and contact each one individually and give them some idea of the work of the Parish Council and Councillors. Clerk to write and acknowledge letters and send information sheet to each one.
