MINUTES of the Meeting of WING PARISH COUNCIL held on Tuesday 28th October 2003 at 8.00pm in the Small Hall, Wing.
PRESENT:- Cllr Mr D V Gibbons (Chairman); Cllrs Mr H Ayris; Mrs M Crutchfield; Mr P De Lusignan; Mr M Shrubsole; Mrs A Wheatley; Mr N Beattie and one member of the public.
1. APOLOGIES FOR ABSENCE:-
Apologies for absence were received from Cllrs Mr S Naghi; Mr P E Weight; Mrs F Bickell; District Councillor Mrs N Glover and County Councillor Mrs B Jennings.
The Chairman introduced Mr Nigel Garrick from Bucks Community Action. He explained what a Village Plan entailed and stressed that it should be a community project with the Parish Council one of the participants. The following steps were noted as a pre-requisite to the formulating of a plan.
(a) Questionnaire to every household in the village.
(b) Public Meeting
(c) Open Day
(d) Meetings in Pubs, Schools and at Coffee mornings.
It was decided that the idea of a plan be pursued and progress reported to each Parish Council meeting. Cllr Weight to be advised of the outcome of this meeting.
2. MINUTES:-
The Minutes of the meeting held on Tuesday 30th September 2003 were approved by the Council, subject to several amendments and signed as a true record.
3. MATTERS ARISING:-
3.1 NEW BURIAL GROUND
Nothing to report. Still awaiting reply from Bruton Knowles regarding request for land at Waterloo Farm. Clerk to chase up.
3.2 VANDALISM
Cllr Martin Shrubsole attended the open meeting at Cottesloe School on 2nd October. Opportunity for discussion with Headmistress had been limited because of the nature of the evening. Cllr Shrubsole agreed to continue contact with the headmistress.
3.3 WATER LEAK
Both locations still awaiting repair. Clerk to discuss with the Police because of the potential for icing up and hazard for traffic.
4. PLANNING:-
4.1 APPLICATIONS:-
The following applications were considered:-
2003/00519 - 37 Prospect Place, Wing - Site for one dwelling. Amended plan.
No further comment from Parish Council.
4.2 DECISIONS:-
The following had been notified:-
2003/02027 - 59 Leighton Road, Wing - erection of front porch
Permission granted subject to Conditions.
2003/02234 - 12 Ridgeway, Wing - Single storey rear extension.
Permission granted subject to Conditions.
2003/02125 - 2 Burcott Hall Farm, Soulbury Road, Wing - Part single part two storey side extension.
Permission granted subject to Conditions.
5. FINANCE:-
5.1 Payment of the following accounts was unanimously approved:-

5.2 OTHER FINANCIAL MATTERS:-
The Clerk reported receipt of the second instalment of the precept £17,500 and £900 from Aylesbury Vale District Council proportionate contribution towards the cost of grass cutting in the Churchyard June-March 2003.
6. PUBLIC PARTICIPATION:-
Mr R Keele commented on the vandalism issue.
7. COUNTY AND DISTRICT COUNCILLORS REPORT:-
No reports.
8. VILLAGE PLAN:-
Following the earlier presentation by Nigel Garrick there was further discussion on this subject. Proposed by Cllr Shrubsole, seconded by Cllr Anne Wheatley that the Parish Council initiate the setting out of the initial stages of a village (Parish) Plan. Two representatives to be appointed towards the setting up of a steering committee. This was carried unanimously. To be further discussed at the next meeting.
9. CORRESPONDENCE:-
The Clerk reported the following to the meeting:-
(a) Statistics of criminal offences in the village during August. Provided by Thames Valley Police. Copy to each Councillor.
(b) Early notice of Stewkley Open Gardens 18th and 19th June 2005.
(c) Local County Councillor details for display on Notice Board.
(d) New Local Transport and Travel Guides received from Bucks County Council.
(e) Notice of Meeting of Aylesbury Vale Transport Users Group - 4th November.
(f) Notice of forthcoming training meetings organised by AVALC:-
November 1st 2003 - FINANCE
February 7th 2004 - PLANNING
April 3rd 2004 - COMMUNICATION
June 5th 2004 - ROUND UP
10. RECREATION GROUND:-
Damage to seat reported to police.
11. JUBILEE GREEN:-
11.1 A hole in the metalled path (Prospect Place end) was a danger. Clerk to arrange urgent repairs.
11.2 Part of a concrete bollard to be removed.
11.3 The wooden seats needed cleaning etc. Mr Keele to quote.
11.4 New parts for playground equipment delivered. Cllr Naghi to fix.
12. REPORT BY CLLR MARTIN SHRUBSOLE:-
Cllr Shrubsole confirmed that he had attended meeting of the Steering Committee on the A418 improvements and Wing By Pass. He was unable to report to the Council as discussions were confidential.
13. ANY OTHER BUSINESS:-
13.1 The salt bins throughout the village to be checked for salt content.
13.2 Cllrs Ayris and Anne Wheatley would attend Transport Users Group Meeting.
13.3 Clerk to arrange for new Councillors to receive Local Council Review.
13.4 Cllr Anne Wheatley reported that she had attended the Annual General Meeting of the Bucks Association of Local Councils.
13.5 Agreed that traffic calming be placed on the Agenda for the next meeting.
13.6 Cllr de Lusignan requested a copy of the villages assessment in the Best Kept Village Competition.
