MINUTES of the Meeting of WING PARISH COUNCIL held on Tuesday 30th September 2003 at 8.00pm in the Small Hall, Wing.

PRESENT:- Cllr Mr D V Gibbons (Chairman); Cllrs Mr H Ayris; Mrs M Crutchfield; Mr P De Lusignan; Mr M Shrubsole; Mr P E Weight; Mrs A Wheatley; Mr S Naghi; Mrs F Bickell and District Councillor Mrs N Glover and members of the public.

1. APOLOGIES FOR ABSENCE:-

Apologies for absence were received from Cllrs Mr G N Beattie; Mrs A Wheatley and County Councillor Mrs B Jennings.

2. MINUTES:-

The Minutes of the meeting held on Tuesday 26th August 2003 were approved by the Council and signed as a true record.

3. MATTERS ARISING:-

3.1 NEW BURIAL GROUND

The Clerk reported that he was receipt of information regarding the possibility of farm land off Moorlands Road being vacated in June of next year. He had written to Bucks Council who were the owners of the land enquiring as to the possibility of a suitable plot being made available to the Parish Council for a burial ground. The land was flat and did not have access problems. Pending a reply from the County Council he had suspended any further action on the Glebe land.

3.2 WATER LEAKS - LEIGHTON ROAD

Despite promises from Anglian Water these had not been attended to and the Clerk was asked to continue to press the Water Board for action. There could be a problem with icing when the weather turned colder.

3.3 VANDALISM

Meeting was attended by Pc Flint and Inspector Maurice Collins from Thames Valley Police. Inspector Collins said that the police were upset by some reports of the previous Parish Council meeting when vandalism was discussed and there was some implied criticism of the police and the apparent lack of action. He said the police cannot solve vandalism alone, it can only be done in partnership with other bodies like the Parish Council and the public at large. Suggested that there should be some approach to the parents of known vandals. It was thought that the Parish Council could take steps of this nature. There was to be an open meeting at Cottesloe School on the 2nd October to discuss the problems and it was hoped that Parish Councillors would attend.

The Parish Council had received a copy of a petition from residents of Evelyn Close, Church Street and Aylesbury Road which had been presented to the Headmistress of Cottesloe School on the subject of behaviour of teenagers from the school in that vicinity. The Parish Council unanimously gave their support to the request that action be taken to bring the situation under control as soon as possible.

3.4 BUS SHELTER

The Clerk reported that he had met the third party’s Insurance Company’s Assessor on site and that the erection of a new shelter had been authorised. There was an issue regarding side panels but it was agreed that the old shelter did not have panels.

3.5 An extract from the Inspector’s Report on the hearing into the counter proposals to the Rural Areas Plan had been circulated to Councillors. The extract dealt specifically with the site at Dormer Avenue Allotments, Wing and the site at Moorlands, Wing. Objections by D Homes Holdings Ltd and others in respect of the Dormer Avenue land and by Martin Grant Homes Limited in respect of the Moorlands land were considered and in each case the Inspector recommended that no modification be made in response to those objections and could therefore not be used for development in the foreseeable future. A copy of the Inspector’s Report relative to these sites be annexed to the minutes and placed in the Minute Book.

4. PLANNING:-

4.1 APPLICATIONS:-

The following applications were considered:-

2003/02224 - 12 Ridgeway, Wing - Single storey rear extension.

No objection.

2003/00871 - 7 Stewkley Road, Wing - Erection of a detached dwelling and garage - amended plans.

After consideration of the amended plans the Council were still of the opinion that the site was unsuitable for development in the manner proposed and that there would be a traffic problem with vehicles entering and leaving the proposed dwelling so near to the junction with the A418 and the junction with Moorhills Road. Clerk to inform the District Council accordingly.

4.2 DECISIONS:-

The following had been notified:-

2003/01297 - 2 Charlotte Close, Stewkley Road, Wing - Single storey rear extension and insertion of dormer window to rear.

Permission granted subject to Conditions.

2003/01698 - 47 Littleworth, Wing - Two storeys die extension and widening of access.

Permission granted subject to Conditions.

2002/03422 - Land to rear of 25 Church Street, Wing - Erection of two dwellings.

Permission granted subject to Conditions.

4.3 OTHER PLANNING MATTERS:-

(a) The site notice of a Planning Application for proposed development of land on the North East side of Soulbury Road had turned out to be bogus and had been removed immediately.

(b) A meeting of the Planning Services Local Council Communication Group on the 3rd November at 6.30pm at the District Council’s Exchange Street Offices. Clerk to be informed of any Councillor wishing to attend the meeting.

5. FINANCE:-

5.1 Payment of the following accounts was unanimously approved:-

5.2 The Annual Statement and Accounts for the year ending 31st March 2003 were unanimously approved together with the appointment of Roy Varley as Internal Auditor. The Chairman was authorised to sign the statement on behalf of the Parish Council.

5.3 The Bank balances were reported as follows:-

Community Account - Nil

Business Premium Account - £2,823.97

Business Reserve Account - £19,379.22

6. PUBLIC PARTICIPATION:-

No further discussion as the public had been permitted to participate in the discussion on vandalism.

7. DISTRICT COUNCILLOR’S REPORT:-

District Councillor Mrs N Glover gave details of the arrangements for public consultation on the proposed Waterside Development in Aylesbury. The District Council would be holding an exhibition in the Village Hall from the 28th to the 31st October as part of the consultation.

Cllr Glover also gave details of the vehicle amnesty to be held from the 22nd September to the 17th October. This was an exercise to get rid of ‘end of life’ cars and the first 100 callers would get their dead car collected free.

8. PARISH COUNCIL VACANCY:-

There had been no response to the Notice declaring the vacancy and the Council were now free to fill the vacancy by co-option. Steps will now be taken to find a suitable candidate.

9. DORMER HOSPITAL CHARITY:-

Cllr Martin Shrubsole gave a brief resume of the present position. There were vacancies but nothing further would be done until the new vicar was in place.

10. CORRESPONDENCE:-

The Clerk reported the following items which had been received:-

10.1 Wing had been awarded a Certificate of Merit in the Best Kept Village Competition (deFraine Cup). This was as a result of the high marks awarded by the Judges. The Council registered their satisfaction at this outcome.

10.2 Aylesbury Vale District Council were again offering old flower bowls for parishes at a cost of £30.00. No action.

10.3 Letter from Mr & Mrs Armstrong of 57 Church Street concerning a report that the Parish Council were considering placing a metal gateway at the entrance and exit to the footpath from Church Street to Evelyn Close. This was not true and the Clerk was asked to advise Mr and Mrs Armstrong accordingly.

10.4 Letter from Aylesbury Vale District Council, Education Department, requesting the Parish Council to appoint a representative to serve on Wing Youth Centre Management Committee. There were no volunteers.

10.5 Letter from Aylesbury Vale District Council re: dog waste bins. A new collection contract had been entered into with SDK Kilsyth commencing 6th October 2003 for three years. Collection charge had risen to £1.94 per bin per empty, (from £1.78).

11. RECREATION GROUND:-

11.1 It was unanimously agreed that the seat presented to the Council by Edith Smith be replaced. The plaque had been recovered and would be attached to the new seat. Clerk to obtain prices etc.

11.2 It was agreed to remove dead wood from three oak trees at the lower end of the ground by the car park. Clerk to obtain quotes.

11.3 It was agreed that the broken fence on the A418 which was not repaired before the carnival was held should now be dealt with and estimates would be obtained.

12. JUBILEE GREEN:-

Councillor Ayris reported on an inspection which had been carried out on the boundary between the Green and the properties in Prospect Place following complaints from the occupants that their rear fences had been overgrown. It was agreed that something should be done and the Clerk was asked to obtain prices for doing the work.

Payment of Wicksteeds Account for maintenance of the existing playground equipment was withheld pending the installation of the new items by the end of November.

13. ANY OTHER BUSINESS:-

13.1 The 30mph sign had still not been restored to the Village Gate in Leighton Road. The subsidence in the road at the same place was also still outstanding. Clerk to chase these items up.

13.2 Complaint about car parking on the pavements in Willow Way. Police to be informed.

13.3 It was suggested that there be a change in the way the Small Hall was set up for Parish Council meetings. To be discussed with the Caretaker. There was a further suggestion that Councillors should wear nameplates.

13.4 Cllr Weight presented and outline of proposals for a Parish Plan and asked for the item to be placed on the agenda for the next meeting. This was agreed.
